It requires various health care facilities, including hospitals and other locations that have been granted federal funds for facility construction, modernization, or reconstruction to provide patients with free or low cost health care services. WebThe Hill-Burton program was enacted with the Hospital Survey and Construction Act of 1946. At the time of its inception, the program was a response to the shortage of health facilities for war production workers, as well as the perceived scarcity of health resources in parts of the country, particularly in the South (Stevens, 1999).
